Fill the hollow base with water, candy, and more to weigh it down, and then attach the accessory pieces to get it ready for the balloons. Then, secure your air-filled balloons (sold separately) to the cups using the Slot-N-Lock™ mechanism, which will keep them in place all day long. Finally, attach the sticks to the balloons and then to the base to complete the foil balloon arrangement for your special occasion. Balloons not included.
